Over the past five years, thousands of homes were built in Tauranga. Sixteen were built on Māori land. Not because the whenua, the whānau or the aspiration were missing, but because the enabling system was. TEPLOS is designed to be that system.

Mainstream housing growth does not produce Māori housing outcomes. Projects don't fail at construction. They fail before construction begins.

Tauranga's council has responded with a $400,000 Papakāinga Fund to help projects over early barriers like planning, engineering and consenting costs. That matters. But a fund helps individual projects over individual hurdles. It cannot fix the structure that keeps producing them.
This is not a funding problem. It is a systems problem, and it needs a systems answer.

TEPLOS is not a construction company, a bank or a government reporting database. It is purpose-built enabling infrastructure, developed and piloted stage by stage with whānau, agencies and delivery partners.

Stage one is where projects die. So that's where TEPLOS begins.
The sixteen homes in Tauranga weren't blocked by construction methodology. They were blocked upstream, at governance, finance and consenting readiness. That is exactly the gap TEPLOS is designed to close.
Development readiness is where TEPLOS begins: helping whenua Māori projects reach governance readiness, whānau mandate and funder readiness, the threshold every funder, bank, council and agency requires before a project can move.
The platform design and implementation plan are complete. The next step is demonstration: three to five carefully selected papakāinga and Māori land housing projects, each of roughly three to ten homes and at different stages of readiness, delivered with iwi, trusts, councils, agencies and funders. What's designed is designed, what's proven will be proven in the open.

TEPLOS does not own Māori data. Every trust, hapū, iwi and whānau entity retains rangatiratanga over its own information; TEPLOS acts as custodian only, aligned with Māori Data Sovereignty principles. Nothing is shared with agencies, funders or partners without the mandate of the entity it belongs to.
Any AI-assisted features operate under the same principles; Māori data is never used to train external models.
