# Te Pūtake Living

Te Pūtake Living is a Māori-led modular housing and community regeneration company based in New Zealand (Aotearoa). It designs and delivers modular homes, papakāinga (multi-home developments on ancestral Māori land), light industrial buildings, tourism accommodation, and smart infrastructure for whānau (families), iwi (tribes), community housing trusts, developers, and government housing programmes.

Homes are prefabricated off-site through a hybrid manufacturing model, built to meet or exceed the New Zealand Building Code, and delivered with full code of compliance. Fixed pricing, faster timelines than traditional builds, and cultural integrity are core to the model.

## TEPLOS
TEPLOS (Te Pūtake Living Operating System) is the operating system for housing delivery on whenua Māori. It is a Māori-led digital platform designed to connect whenua, whānau, governance, finance, consenting and delivery, moving housing projects from aspiration to implementation across Aotearoa.

TEPLOS is not a construction company, a bank or a government reporting database. It is purpose-built enabling infrastructure for whānau, trusts, councils, funders, agencies and delivery partners.

### The problem TEPLOS addresses
- Thousands of homes were built in Tauranga over five years. Sixteen were built on Māori land.
- Mainstream housing growth does not produce Māori housing outcomes. Viable projects stall before construction begins, at land and title, finance and infrastructure, and governance and coordination barriers.
- Tauranga City Council has established a $400,000 Papakāinga Fund for early-stage barriers such as planning, engineering and consenting costs. Individual funds help individual projects; TEPLOS is designed to address the systems gap.
- This is a systems problem, not a funding problem.

### Platform lifecycle
TEPLOS is structured around seven stages of the housing development lifecycle:
1. Whenua: land status, title, access and tenure readiness
2. Governance: trust structures, mandate and decision-making capability
3. Whānau engagement: aspiration, registration and beneficiary readiness
4. Development readiness: feasibility, infrastructure and consenting pathways (first stage of TEPLOS delivery)
5. Funding: investment readiness and blended capital alignment
6. Delivery: procurement, construction coordination and milestones
7. Asset stewardship: occupation, ownership pathways and long-term management

### Where TEPLOS starts
Development readiness is the first delivery stage: governance readiness, whānau mandate and funder readiness. The platform design and implementation plan are complete. The next step is demonstration through three to five carefully selected papakāinga and Māori land housing projects, each of roughly three to ten homes and at different stages of readiness, delivered with iwi, trusts, councils, agencies and funders.

TEPLOS is methodology-agnostic. It supports traditional construction, modular construction, panelised systems, SIPs, kitset housing, hybrid construction, mass timber, light gauge steel, concrete systems, Passive House, and future technologies as they emerge. Te Pūtake Living's own whare range demonstrates what the ecosystem can deliver.

### Māori data sovereignty
TEPLOS does not own Māori data. Every trust, hapū, iwi and whānau entity retains rangatiratanga over its own information. TEPLOS acts as custodian only, aligned with Māori Data Sovereignty principles of rangatiratanga, kaitiakitanga and manaakitanga. Nothing is shared with agencies, funders or partners without the mandate of the entity it belongs to. Any AI-assisted features operate under the same principles; Māori data is never used to train external models.
